Description
Pinellas County is soliciting proposals for a master developer to redevelop 34 parcels totaling approximately 24.66 acres in downtown Clearwater, Florida. The vision is to create a next-generation coastal downtown integrating residential, commercial, retail, hospitality, civic, and public-realm uses into a cohesive, vibrant, and walkable district. The county is seeking a developer capable of delivering a financially feasible and vibrant mixed-use development with innovative redevelopment that aligns community benefit with private investment. The redevelopment effort includes the potential for adaptive reuse of the historic Pinellas County Courthouse, which is listed on the National Register of Historic Places and subject to local historic designation. The county is vacating its current downtown facilities and relocating to a new campus, which is a key consideration for the phasing of the redevelopment. Respondents are required to submit detailed qualifications, a conceptual master development plan, financial proposals, and commit to specific terms and conditions, including potential ground leases and a commission agreement with CBRE, the county's real estate advisor. The submission deadline is September 18, 2026.
