Description
The Village of Mamaroneck is soliciting proposals for a contractor to operate its school crossing guard program. The scope covers 22 crossing posts, eight relief guards, and additional assignments that may include school or village events and seasonal summer camp crossings. Services include recruiting, hiring, background investigations, training, supervision, scheduling, payroll, field oversight, complaint handling, recordkeeping, and maintaining uninterrupted coverage. The contractor must provide qualified replacement personnel when guards are absent and reimburse the Village for police-officer coverage when a post cannot be staffed. The contractor must provide uniforms and safety equipment, including safety vests, STOP paddles, winter jackets, rain gear, and reflective apparel. Proposals must include the completed proposal form and payment proposal, a project approach addressing recruitment, candidate screening, policies, training, performance review, and discipline, an implementation plan, insurance acknowledgment, indemnification acknowledgment, and at least two business references with contact information. The initial contract term is five years, from September 1, 2027, through August 31, 2032, with two possible one-year extensions. Pricing must be submitted as fully burdened hourly rates, including labor, payroll taxes, benefits, insurance, equipment, supervision, overhead, and profit.
