Description
Contra Costa Water District is soliciting a lump-sum construction bid for upgrades at the City of Brentwood Water Treatment Plant. The work includes replacing existing valve actuators; demolishing and modifying cable, conduit, motor-operated-valve electrical, control-panel, and network components; installing power, control, communication, and fiber optic cabling; installing network panels and switches; and providing associated supports, wiring, terminations, testing, startup, commissioning, troubleshooting, and staff training. The contractor must provide one spare actuator for each of the five specified actuator models and complete control-panel modifications, actuator replacement, testing, and commissioning during the plant shutdown window from December 13, 2027, through March 31, 2028. Specified safety, prevailing-wage, regulatory, scheduling, and site-security requirements apply, including an on-site contractor representative and a safety supervisor each shift. The project has an estimated value of $1,427,000 and an anticipated Notice to Proceed date of January 14, 2027. Substantial completion is anticipated 445 days after the Notice to Proceed, with final completion required 30 days later. The bid must be submitted electronically through PlanetBids by November 5, 2026, at 10:00 a.m. Pacific time. A Class A California contractor's license, bid guaranty, payment and performance bonds, experience documentation, subcontractor information, and a notarized non-collusion affidavit are required as applicable.
