Description
The Texas Department of Housing and Community Affairs (TDHCA) is seeking proposals for an Employee Assistance Program (EAP) to serve approximately 393 employees, including part-time, full-time, contract, and severed employees (for up to six months). The program will also cover dependents and individuals residing in the employee's household. The scope of services includes initial assessments, short-term counseling for minor problems, referral services for issues beyond the EAP's scope, limited case management, 24-hour crisis hotline access, employee orientations, quarterly supervisory training sessions, and annual personal and professional development training. Vendors are also expected to provide promotional materials, monthly newsletters, quarterly and annual statistical reports on EAP utilization, and crisis intervention services at TDHCA offices. Services are to be provided within a 50-mile radius of 12 specified Texas areas. Vendors must demonstrate qualifications including years in business, experience with similar services, corporate organization, staff qualifications (certified counselors with Master's degrees), field office listings in specific Texas locations, and three independent references from projects of similar scope. Pricing is to be submitted per employee, with monthly and annual cost calculations.
