Headquarters Supreme Allied Commander Transformation (HQ SACT) intends to issue a Request for Proposal (RFP) for contractor support for Capability Development Management Support (CDMS). The requirement includes capture, development, architecture, data science, and quality assurance of capability requirements, operational analysis, climate change support, management of capability programs/portfolios, logistics, capability engineering/testing, IT support, business management, human resources, administration, facility management, command support (procurement, acquisition, financial management, CIS management), and command engagement. The contract supports long-term programmed needs and shorter-term requirements across programs such as Modelling Simulation and Learning Technologies, Experimentation and Wargaming, C2 Interoperability Verification, Data Science/Analytics and AI, Innovation, and others. U.S. prime contractors and subcontractors must maintain a facility in the U.S., be approved for NATO Competitive Procurement (NCP), hold a Facility Security Clearance at SECRET or higher, and obtain a Declaration of Eligibility (DOE) from the U.S. Government. Personnel must be NATO nation citizens with a Personnel Security Clearance at SECRET or higher and relevant experience.
