Description
The Indian Health Service's Great Plains Area seeks a contractor under a 100% Total Small Business set-aside to provide a complete hematology testing solution for participating healthcare facilities. The requirement includes new FDA-cleared hematology analyzers, required peripherals, reagents, calibrators, controls, consumables, software, delivery, installation, configuration, calibration, method verification and validation, LIS/HL7 interface support, on-site training, warranty, preventive and corrective maintenance, repairs, replacement parts, software updates, and technical support. Systems must support automated CBC testing with a six-part differential, immature granulocyte reporting, abnormal-cell flagging, STAT processing, pediatric sampling, open and/or closed-tube sampling, barcode scanning, automated reagent management, and applicable body-fluid capability. The contractor must provide primary and required backup analyzers, maintain at least 95% uptime, meet specified response and restoration times, and comply with CLIA, FDA, security, privacy, and Section 508 requirements. Pricing must be a uniform, all-inclusive firm-fixed cost-per-test for each contract year, with no separate equipment, maintenance, travel, or service charges. The anticipated structure is one 12-month base period plus four 12-month option periods.
