The South Dakota Department of Transportation is requesting proposals for comprehensive cleaning, maintenance, and care of the Whetstone Valley single-site interstate rest area on Interstate 29. Services include daily restroom and building cleaning and disinfection; litter and trash removal; lawn mowing, trimming, watering, weed control, and grounds care; sidewalk edging; picnic-area maintenance; recycling; snow and ice removal from designated pedestrian areas; sewage lagoon and water-system inspections; and annual deep cleaning. The contractor must also perform specified minor plumbing and electrical repairs, maintain the kiosk and video-surveillance system within the stated limits, keep required records, provide necessary vehicles, equipment, fuel, and repair materials, and maintain required staffing during seasonal operating periods. The proposal must include the completed RFP form, an executive summary, a detailed technical response, and one or more cost proposals, with an original and two identical copies submitted in a sealed envelope.
