Description
The City of Columbia is soliciting sealed bids for construction of a new lagoon system northeast of the city limits and related collection-system improvements. Anticipated work includes traffic control, erosion control, sanitary sewer collection, a lift station and force main, and lagoon-system earthwork. The project is funded through South Dakota's State Revolving Fund program and includes Davis-Bacon wage requirements, SAM registration for the successful bidder and its contractors and subcontractors, civil-rights and equal-employment compliance, DBE/MBE and WBE participation goals of 1.5% and 2.4%, respectively, American Iron and Steel certification, and Section 889 telecommunications and video-surveillance restrictions. Bids must be submitted on the prescribed form with the required bid security; the contract is subject to liquidated damages and must be completed within the contract time stated in the bidding documents.
