The South Dakota Department of Transportation is requesting proposals for comprehensive cleaning and caretaker services at the Salem dual-site Interstate 90 rest area, located at mileposts 362.0 and 362.9. Services include daily restroom and building cleaning, litter and trash management, grounds and lawn care, picnic-area maintenance, pet exercise-area upkeep, water-system and sewage-lagoon monitoring, recycling, and snow and ice removal from designated areas. The contractor will also perform specified minor plumbing and electrical repairs, maintain the kiosk and video-surveillance system, complete annual deep cleaning, provide required equipment and routine maintenance materials, and maintain daily on-site coverage. The proposal must include the completed and signed RFP form, an executive summary, a detailed technical response, and one or more cost proposals, along with information on at least three similar prior service contracts. The contract term is two years, beginning November 1, 2026, and ending October 31, 2028.
