Description
The City of Las Cruces is soliciting proposals for comprehensive energy-efficiency retrofit services at Chaparral Senior Housing, a 40-unit multifamily complex. The selected contractor will install ductless mini-split dual-zone heat pumps in 25 designated units, including 1.5-ton equipment meeting or exceeding SEER2 18 and HSPF 8.7 ratings, with one indoor head in the living room and one in the bedroom. Work includes equipment sizing, electrical and refrigerant connections, condensate drains, controls, commissioning, resident training, removal and decommissioning of existing wall furnaces and evaporative coolers, refrigerant recovery, disposal, and required documentation. The contractor will also perform light weatherization and related energy and health-and-safety improvements across all 40 units as approved and funded, including air sealing, weather-stripping, caulking, duct sealing, patching, door sweeps, insulation improvements, LED lighting, smart thermostats, ventilation improvements, combustion-safety measures, and smoke or carbon-monoxide detector installation. The scope includes site assessments, final scopes of work, permitting, inspections, scheduling, blower-door verification, cleanup, warranty support, grant and Davis-Bacon compliance, and coordination with program staff and residents. Proposals must include technical and cost proposals, qualifications, three similar completed contracts with references, subcontractor information, contractor-license information, and proof of insurance.
