Description
This Request for Information seeks market intelligence on the feasibility of executing multiple resilient microgrid projects through a Progressive Design-Build approach using an Other Transaction Agreement under 10 U.S.C. § 2808a. The contemplated projects would provide emergency power to critical facilities and Installation Energy and Water Plans for at least 14 days during utility-grid outages. Potential work includes an 18 MW black-start-capable natural-gas reciprocating-engine power plant, electrical-substation interconnections and modifications, natural-gas piping, microgrid controls, fiber-optic communications, underground utilities, site work, and protective structures at Fort Sill, Oklahoma. A second project at Camp Parks Reserve Forces Training Area, California, would expand an existing microgrid with natural-gas generators totaling 1,650 kW, a 5,000 kWh battery energy-storage system, transformers, controls, medium-voltage distribution, underground electrical infrastructure, site improvements, communications, SCADA integration, and integration with existing solar photovoltaic arrays and battery storage. Respondents are asked to provide company information, OTA and collaborative delivery experience, recommendations regarding Progressive Design-Build and acquisition strategy, and maximum single and aggregate bonding capacity.
