Legal Notice # 21944372 Notice to Bidders and Newspaper Advertisement The State University of New York at Stony Brook will receive sealed bids for project number 26/27-002MC titled Institute for Discovery and Innovation in Medicine & Engineering (I-DIME) until 12:00 p.m. local time on October 23, 2026. A Project Labor Agreement (PLA) has been adopted for this project. This agreement openly promotes bidding from all contractors . union and non-union. The low bidder must execute and abide by the terms of the project-specific Project Labor Agreement. This project Labor Agreement also impacts acceptable staffing patterns of the project. The PLA should be read in its entirety by all potential bidders prior to submitting a proposal. Respond yes that you have read and agree to the PLA. All work on this Contract is to be completed within 730 calendar days after the date of the Notice to Proceed. In order to access the bid documents, and submit a bid for the project, you will need to register your company on our web-based solution powered by Jaggaer: Jaggaer Supplier Registration: https://solutions.sciquest.com/apps/Router/SupplierLogin Public Site URL: https://bids.sciquest.com/apps/Router/PublicEvent?CustomerOrg=SUNY Tutorial Video on registration process https://www.youtube.com/watch?v=EPwSanSotkw There will be a one-time, MANDATORY site visit for perspective bidders scheduled for Wednesday, September 23, 2026, at 1:00 pm (SHARP) at Stony Brook University, Research & Development Park, 1512 Development Drive, Research & Support Services Building 17, Room 109, Stony Brook, NY 11794-6010. *Only those contractors who attend the site visit will be eligible to bid on this project* All questions relating to this bid must be submitted in writing on Jaggaer to the Q & A Board. The question period closes on: Wednesday, September 30, 2026, at 12:00 PM. Pursuant to State Finance Law 139-j and 139-k, this solicitation includes and imposes certain restrictions on communications between the University and potential bidders during the procurement process. Failure to adhere to this provision may result in the disqualification under the NYS Procurement Lobbying Act. The designated contacts for this procurement are: Jill McCahill and Taylor Nappie Bids must be submitted via Jaggaer in accordance with the instructions contained in the Information for Bidders. Security will be required for each bid in an amount not less than five (5) percent of the Total Bid. It is the policy of the State of New York and the State University of New York to encourage minority business enterprise participation in this project by contractors, subcontractors and suppliers, and all bidders are expected to cooperate in implementing this policy. The State University of New York reserves the right to reject any or all bids.

Description
The State University of New York at Stony Brook is seeking a contractor for the new construction of the Institute for Discovery and Innovation in Medicine and Engineering. The scope includes all labor, materials, equipment, and services necessary to complete the project, including delivery, unloading, moving materials to the point of use, assembly, complete installation, adjustment, connection of services, testing, demonstration, and debris removal. Drawings and specifications are included in the sourcing event prerequisites. A project-specific Project Labor Agreement applies, and the low bidder must execute and comply with it. The project requires New York State prevailing wages, OSHA 10-hour construction safety and health certification for covered workers, and compliance with applicable labor, affirmative-action, MWBE, SDVOB, lobbying, non-collusion, vendor-responsibility, and other state requirements. Participation goals are 6% for Service-Disabled Veteran-Owned Businesses, 11% for Minority-Owned Businesses, and 19% for Women-Owned Businesses. Award will be made by grand total to the lowest responsible, qualified responsive bidder. Prices must remain fixed for the contract term, and the bid must include all applicable costs.
