Description
The Indian Health Service Phoenix Area Office intends to pursue a limited-duration bridge contract for contractor-operated nurse telephone triage and nurse advice line services. The six-month bridge period is intended to maintain uninterrupted coverage while the agency develops and transitions to a competitive, longer-term area-wide acquisition. The notice is not a request for proposals for the planned follow-on requirement; responsible sources are asked to submit capability information for the immediate bridge need. The contractor must provide qualified Registered Nurses and continuous service 24 hours per day, seven days per week, including weekends and federal holidays, using nationally recognized, physician-approved, evidence-based clinical triage protocols. The scope includes clinical assessment and disposition guidance, self-care and health education, referrals, direction to urgent or emergency care when appropriate, a dedicated toll-free advice line, encounter documentation, secure information transmission, licensing and credential maintenance, privacy safeguards, quality control, reporting, telecommunications, software, supervision, and operational support. Full performance must begin by October 5, 2026, for beneficiaries served by four identified service locations in Arizona, Nevada, California, and Utah.
