Description
The State of New Jersey, through the Division of Purchase and Property, is soliciting proposals for a next-generation motor vehicle inspection and maintenance system. The scope includes development and implementation of the NGSystem and NGVID; inspection management software; rules-engine functionality; vehicle inspection reporting, audit, fraud-detection, and data-management capabilities; public and industry web interfaces; software maintenance and support; and transition from the Legacy VID. The Contractor must provide, install, maintain, and replace NGWorkstations and related equipment, including PC-, tablet-, and laptop-based configurations, OBD modules, diesel smoke-opacity meters, printers, barcode scanners, undercarriage video systems, security cameras, queue cameras, lifts, and heavy-duty brake testers. The Contractor will operate the Centralized Inspection Facilities, support and equip private and fleet inspection facilities, maintain equipment at Specialty Inspection Facilities and State mobile inspection teams, perform inspection-related training and support, and provide facility maintenance, grounds services, snow and ice removal, utilities, repairs, and approved capital-work coordination. The system must support approximately 24 CIFs, four SIFs, approximately 1,003 PIFs, 131 PFFs, and approximately 75 mobile workstations. The procurement is a small-business subcontracting set-aside, and all quotes must be submitted electronically through NJSTART. The revised solicitation extends the quote deadline to October 21, 2026, at 2:00 p.m. Eastern Time.
