Opportunity Home San Antonio and its affiliated entities are seeking a contractor to implement, monitor, and validate Legionella Water Management Programs and address other water-quality concerns across approximately 14 public housing sites. Services include quarterly on-site control-measure monitoring; chlorine and temperature testing; validation sampling, chain-of-custody handling, and submission to an independent CDC ELITE-certified laboratory; maintenance of water-management databases; program documentation and training records; quarterly team meetings; and resident notifications regarding testing. The contractor must provide certified water hygiene technicians, operate within Opportunity Home's online database or an approved equivalent, comply with ANSI/ASHRAE Standard 188-2018, the CDC Water Management Program Toolkit, OSHA requirements, and applicable Texas rules, and provide emergency consultation, dispatch, on-site response, containment, disinfection, remediation, and follow-up testing. Respondents must demonstrate at least three years of relevant operational experience and submit qualifications, technical approach, pricing, firm and subcontractor information, required HUD and ethics forms, a proposal checklist and certification, and a Small and Local Business Utilization Statement.
