Opportunity Home San Antonio is soliciting bids for a firm-fixed, project-based contract to provide turnkey, as-needed inspection, evaluation, engineering, repair, leveling, and stabilization of foundations across single-family, multifamily, mid-rise, and high-rise housing assets. Work may include elevation surveys, hydraulic jacking, driven or helical steel piers, concrete piers, polyfoam injection, excavation, structural shoring, waterproofing, utility locating, plumbing and sewer repairs, concrete and pavement restoration, landscaping restoration, cleanup, permitting, and engineering seals. Contractors must provide labor, equipment, materials, permits, and specialized services, and must generally complete called work within 60 days unless otherwise agreed. The solicitation requires a 5% bid guarantee and, after award, 100% performance and payment bonds. Required bid materials include the online bid table, bid bond, commercial insurance documentation, applicable licenses, Form of Bid, signed fee sheet, bidder certification, HUD forms, conflict-of-interest questionnaire, Profile of Firm, client information for three similar clients, joint-venture or partnership information, subcontractor information, Section 3 preference materials if claimed, and a Small and Local Business Utilization Statement. The work is subject to HUD Section 3, Davis-Bacon wage, safety, reporting, and insurance requirements, including minimum general liability, automobile liability, workers’ compensation, professional liability where applicable, and builders risk coverage.
