Description
The City of Dover is seeking a modern municipal website platform to improve resident access to information and city services, provide clear navigation, support public meeting information, and ensure accessibility for all residents. The proposed solution must include a user-friendly Content Management System (CMS) capable of handling a large municipal website with hundreds of pages and documents, supporting role-based permissions, workflow approvals, and scalable expansion. The CMS should be hosted in a secure cloud environment, with options for vendor-hosted (SaaS) or city-managed cloud infrastructure. The website must adhere to WCAG 2.2 AA accessibility standards and ADA requirements, feature a modern, clean, and intuitive user interface optimized for mobile devices, and integrate seamlessly with existing city systems such as SSL certificates, SMS and email notification systems, document storage, online permitting, and payment portals. The platform should also include robust search functionality, content migration capabilities, and comprehensive training and governance support. Security is paramount, with requirements for SOC 2 compliance, alignment with FedRAMP/GovRAMP security principles, regular vulnerability monitoring, and multi-factor authentication for administrative access. The City also requires a vendor cybersecurity agreement to be reviewed and signed.
