Description

St. Charles County is soliciting a formal bid for a turnkey project to furnish and install a sound-absorbing acoustic wall panel system on designated exterior concrete walls at its firing range. The system must be designed for open-air environmental exposure, including rain, moisture, humidity, UV radiation, temperature fluctuations, mold, mildew, and corrosion. The scope includes all labor, materials, equipment, transportation, mounting hardware, fasteners, accessories, and related work necessary for a complete installation that reduces reflected sound, reverberation, and transmission of range noise. Bidders must provide product and acoustic performance information, including Noise Reduction Coefficient and available frequency-specific sound absorption data, environmental ratings, mounting and concrete attachment details, panel layout, color or finish, maintenance requirements, installation instructions, and warranty information. The contractor must field-verify existing conditions, avoid creating ricochet hazards, coordinate work with range operations, comply with prevailing-wage and safety requirements, and provide a minimum one-year workmanship warranty plus the manufacturer's product warranties. The contract is expected to run approximately nine months from execution, with one optional three-month renewal period. Addendum 1 modifies the award language to allow consideration of geographical location, adds a 100% performance and payment bond requirement for projects valued at $50,000 or more, revises work hours to Monday through Friday from 7:00 a.m. to 4:00 p.m., and requires bidders to sign and return the addendum acknowledgment.
