Description
The City of New Bedford is soliciting proposals from qualified developers for the purchase and redevelopment of the City-owned, approximately 3.1771-acre former Payne Cutlery site. The property is largely vacant, includes an existing neighborhood parking area, has no currently connected utilities, and is being offered as-is. It is zoned Industrial B and lies within the Kings Highway Transit-Oriented Development Overlay District, which supports higher-density mixed-use and residential development. Proposals must describe the proposed development program, site-plan options, project timeline, management and operating plan, development-team qualifications, financing strategy, sources and uses of funds, anticipated economic and housing impacts, transportation and parking plans, environmental mitigation, sustainability measures, and community benefits. The site has documented historical contamination and environmental restrictions that proposers must consider. A separate price proposal and a certified bank check equal to 5% of the proposed purchase price are required, along with the applicable non-collusion and tax-compliance form and either a corporate authorization or LLC incumbency certificate. The technical proposal must not include pricing information.
