Description
Cecil County seeks a turnkey audiovisual modernization for its Emergency Operations Center, Strategy Room, and Conference Room. The contractor must provide design, engineering, equipment, software, licensing, cabling, electrical work, programming, configuration, testing, commissioning, training, documentation, warranty services, and post-installation support. The systems must be commercial-grade, standardized across the rooms, locally operable without public internet or cloud-hosted control, platform-neutral for videoconferencing, suitable for extended emergency operations, and fully documented for County maintenance. The scope includes new and upgraded direct-view displays and video walls; room-wide microphones, speakers, cameras, digital signal processing, echo cancellation, recording, paging, alerting, wireless presentation inputs, touchscreen control, racks, power protection, network coordination, and replacement Conference Room tabletop connectivity and cordless phones. Optional alternates include a second EOC controller, wireless control, a 30-laptop mobile cart, Strategy Room tabletop replacement, and interactive whiteboard displays. The contractor must complete the project by May 31, 2027, provide at least one year of installation and workmanship warranty coverage, and conduct a mandatory guided site tour on October 14, 2026.
