Description
Hendry County School District is soliciting proposals from qualified and experienced CPA firms to provide internal funds auditing services. The scope includes ongoing financial verification; a comprehensive risk assessment of all functional and program areas every five years; reviews of internal controls, fraud, waste and abuse prevention, legal and grant compliance, operational efficiency, financial reporting, asset safeguarding, solvency, projected revenues and expenditures, and general fund balance changes; and additional audits or reviews directed by the School Board. The auditor must have unrestricted access to District facilities, programs, accounts, systems, records, and personnel, prepare findings reports, and report directly to the School Board or its designee. Services include auditing school internal accounts, FTE/FEFP attendance reporting, and federal grant compliance, with mandatory in-person meetings and fieldwork identified in the evaluation criteria, although the scope also states that the auditor must be available to work and meet either in person or virtually. Minimum qualifications include being a Florida-licensed CPA firm, having conducted audits for at least three public entities—including at least one Florida school district—within the past four years, and providing a passing external Quality Control/Peer Review Report with its acceptance letter. Proposals are evaluated on experience and qualifications, audit methodology and work plan, and cost. The initial contract term is one year with three additional one-year renewal options. The submission must include the required proposal tabs, completed cost proposal, compliance attachments, and specified hardcopy and USB copies.
