Description
Fulton County Government is soliciting competitive sealed proposals from qualified design-build firms to provide complete design, engineering, construction, quality control, permitting, project management, and post-construction services for a new approximately 25,000-square-foot Human Services Center Behavioral Health Crisis Center North at 4700 North Point Parkway. The facility will serve adults in North Fulton County and include a 24-bed crisis stabilization unit, an observation unit serving up to 16 adults, clinical support spaces, laboratories, a pharmacy, medication rooms, and shaded exterior courtyards. The project also includes site development, parking, retaining walls, utilities, stormwater work, security systems, structured cabling, signage, and coordination with an occupied existing Health and Human Services campus. The solicitation package includes enhanced schematic design drawings, program and concept documents, a topographic and utility survey, a geotechnical report, and county standards for structured cabling, physical security, building design, and signage. The design-builder must submit separate technical and cost proposals through the electronic bidding process, along with purchasing and contract-compliance forms, proof of insurance, a bid bond, addenda acknowledgment, and required financial documentation. The contract requires commencement within 10 calendar days after the Notice to Proceed, Substantial Completion within 23 months, and Final Completion within 24 months. A 5% bid bond is required with the proposal; performance and payment bonds, each equal to 100% of the contract amount, are required after award and before construction.
