Description
The Department of the Army (DA) is soliciting competitive proposals for Enhanced Use Leases (EULs) to design, finance, develop, construct, own, maintain, operate, secure, and decommission commercial power generation facilities on land at seven installations: Aberdeen Proving Ground, MD; Fort Detrick, MD; Fort Drum, NY; Letterkenny Army Depot, PA; Picatinny Arsenal, NJ; Tobyhanna Army Depot, PA; and West Point, NY. The selected Offeror(s) will be responsible for selling all power generated to a third-party off-taker during normal grid operations. A key requirement is to provide essential energy resilience capabilities to the DA during grid outages exceeding four hours, ensuring mission readiness. The DA anticipates awarding one or more EULs for a term of fifty (50) years, with a potential for renewal. Consideration for the EUL will be in-kind, cash, or a combination thereof, not less than the fair market value of the lease interest. Offerors must demonstrate financial capability, a robust project plan, and relevant experience. The DA reserves the right to modify, amend, or cancel the solicitation at any time.
