Description
This sources sought notice is for market research purposes to identify potential sources for HEMP-hardened Cummins Rugged Mobile Power (RMP) generators, specifically 30 kW models. The U.S. Air Forces in Europe - Air Forces Africa (USAFE-AFAFRICA) requires these generators to maintain operational capability following a High-Altitude Electromagnetic Pulse (HEMP) event. The generators must be survivable, distributed, and mobile, meeting stringent technical requirements including operation in extreme environmental conditions (-50 degF to 135 degF), compliance with MIL-STD-461F for electromagnetic compatibility, and compatibility with military fuels such as JP-8. The generators must also be capable of operating at various frequencies (50, 60, or 400 Hz) and meet MIL-DTL-32496 specifications for mobile power sources. Key requirements include the contractor's ability to supply and service the generators, coordinate and support HEMP survivability testing (preferably MIL-STD-2169 Threat-Level Illumination testing), provide all necessary technical and hardness maintenance documentation, and deliver the fully compliant units to designated USAFE-AFAFRICA locations in Italy, Turkey, England, Belgium, Germany, and the Netherlands. The generators must have successfully passed HEMP survivability testing at an approved DoD facility.
