Description
The U.S. Department of Defense, through NAVSUP Fleet Logistics Center Norfolk, is seeking a small-business provider of a commercial off-the-shelf, web-based SaaS cybersecurity training and certification platform for National Defense University's College of Information and Cyberspace. The platform must provide a 12-month subscription with 20 reassignable seats, contractor-hosted browser access, hands-on laboratories, cyber range and capture-the-flag exercises, structured learning pathways, individual and team-based learning, certification preparation and assessment opportunities, real-time usage and learning analytics, CSV/XLSX data export, onboarding, technical support, maintenance, and security and data-protection capabilities. The RFQ will be evaluated on a best-value basis with technical considerations more important than price. Quoters must submit two volumes: a technical volume of no more than two pages, including the completed compliance crosswalk and required technical, browser, accessibility, certification, security, and third-party-provider information; and a price volume containing completed Section B and specified representations and certifications. The requirement includes a 12-month base period and one 12-month option period, with the option evaluated as part of the total price. Amendment 0001 extends the response deadline to September 16, 2026, at 5:00 p.m. EDT and requires acknowledgment of the amendment.
