Description
The University of Minnesota is soliciting a fixed lump-sum proposal for Phase 1 environmental remediation construction services at two UMore Park locations: the Gopher Ordnance Works Burning Grounds and the 154th Street Dump in Rosemount, Minnesota. The work includes stormwater protection, temporary access and hauling routes, tree and vegetation clearing, excavation of contaminated soil to approximately two feet below existing grade, grading and topsoil/ground-cover installation, transportation of excavated soil, and temporary stockpiling and protection at the 154th Street Dump. The project must be substantially complete by December 18, 2026. Respondents must submit the specified proposal attachments, including team qualifications, a project approach and work plan, a draft critical-path schedule, project cost information, the responsible-contractor compliance certificate, and the first-tier subcontractor list. The project involves potential asbestos-containing material; contractors disturbing asbestos-contaminated soil must hold a valid Minnesota Department of Health asbestos contractor license. Performance and payment bonds, prevailing-wage compliance, required permits, and insurance are addressed in the solicitation documents. A mandatory pre-proposal meeting and site walk are required for prime firms wishing to submit a proposal.
