Description
The City of Glendale is soliciting professional design services for transforming a 2.39-acre former commercial site at 1000 South Central Avenue into a multi-benefit public park. The selected consultant must provide landscape architecture, architecture, civil engineering, and mechanical, electrical, and plumbing engineering services; conduct site investigations, surveys, utility coordination, geotechnical and soils studies, sewer video review, hazardous-material investigations, destructive testing, building-reuse feasibility analysis, and a watershed-based Safe, Clean Water Program feasibility study; and develop three conceptual alternatives plus a final concept for City Council approval. The scope includes multilingual community engagement in English, Spanish, and Armenian; online surveys, virtual and in-person meetings, advisory committee meetings, City events, outreach materials, project management, scheduling, strategic planning, final plans, specifications, estimates, permit and environmental review support under CEQA, NEPA, and Section 106, bidding assistance, and as-needed construction support and record drawings. Addendum No. 1 updates the mandatory experience requirement to at least three California public contracts completed within the prior five years, including one comparable public-park project with a total budget of at least $15 million, and requires acknowledgment of all issued addenda. Cost proposals are submitted with the initial proposal and will be evaluated as part of the qualifications-based selection process.
