Legal Notice # 21942372 NOTICE TO BIDDERS ROOFING REPLACEMENT PROJECT HEWLETT-WOODMERE PUBLIC LIBRARY HEWLETT, NEW YORK The Board of Trustees of the Hewlett-Woodmere Public Library (the "Library") will receive sealed bids for a single general construction contract for the Roofing Replacement Project at the Hewlett-Woodmere Public Library building located at 1125 Broadway, Hewlett, New York 11557. The work generally consists of the removal and replacement of the existing roofing system(s) and related flashing, insulation, drainage and appurtenant work, all as more particularly described in the Contract Documents. Bids must be sealed with "Roofing Replacement Project" written on the outside of the envelope. Bids must be received by the Library no later than 2:00pm on September 10, 2026 at the Administration Office of the Hewlett-Woodmere Public Library, located at 1125 Broadway, Hewlett, New York 11557, at which time all bids will be opened and read publicly aloud. No electronic, fax or emailed bids will be accepted. Bids received after the time fixed for opening will be returned unopened. Plans and specifications may be obtained beginning on August 20, 2026 at 12:00pm, as follows: Upon request, an electronic copy of the bid documents will be emailed to the requesting bidder. Bid packages will be emailed to the requestor, within two (2) business days of the receipt of the written request. No telephone requests for bid packages will be accepted, as all requests must be in writing (via email). Bid security in the form of a certified check or money order payable to the Hewlett-Woodmere Public Library or a satisfactory bid bond executed by the bidder in an amount equal to 5% (five percent) of the total amount of the bid shall be submitted with each bid. The surety issuing the bid bond shall have a minimum policyholder rating of "A-" as listed in AM Best's Insurance Guide and be licensed to conduct business in the State of New York. Bid security shall remain in full force and effect throughout the 90 day period during which bids are irrevocable. A pre-bid conference/walk through to review the scope of work and visit the project site will be held at the Hewlett-Woodmere Public Library, located at 1125 Broadway, Hewlett, New York 11557 at 10:00am on September 1, 2026. Participants will meet outside the building's main entrance. The project site visit is recommended for all bidders. The contract will contain a provision, pursuant to NY Labor Law 220, that every laborer and workman employed on or about the work contemplated by the contract shall be paid not less than the rate of wages which are set forth in the prevailing wage rate schedule from the New York State Department of Labor for the locality in which the work is to be performed. The contractor and all subcontractors shall comply with all applicable requirements of Labor Law Article 8, including 220, 220-a, and 220-b, and shall submit certified payrolls as required thereunder. Each bid must be submitted on the official forms furnished in the bid package. All bids shall include noncollusive bidding certification or statement required by Section 103-d of the General Municipal Law of the State of New York and shall also contain a non-segregated facilities certificate which shall provide that the bidder does not maintain or provide for his employees facilities which are segregated on a basis of race, creed, color or national origin, whether such facilities are segregated by directive or on a de facto basis. It is the Board's intention to award the contract to the lowest responsible bidder in compliance with the specifications, providing the required security, who can meet the experience, technical and budget requirements. Each bid shall be firm for a period of ninety (90) days after the date set for submission of bids. The Board of Trustees of the Hewlett-Woodmere Public Library reserves the right to reject any or all bids, waive any informalities/irregularities in any or all bids, except with respect to the time limitation for submission of bids, accept any bid in whole or in part, or to advertise for new proposals, if, in the opinion of this Board of Trustees, the best interest of the Hewlett-Woodmere Public Library will thereby be promoted. This invitation is an offer to receive proposals for a contract and not an offer of a contract. Failure or refusal to execute a contract and deliver the required bonds and insurance certificates within ten (10) days after the date of notice of acceptance of the bid shall constitute a breach of the agreement and the Library, at its option, may proceed against the bid bond/security and take such other action as may be deemed in its best interest.
