Description
This Invitation for Bids covers unit-price construction under Contract PA2256 for a new West Airfield Lighting Vault and related airport infrastructure. The scope includes site preparation, excavation, grading, retaining walls, drainage, water and sanitary utilities, concrete pavement, fencing, vault construction, electrical demolition and installation, medium-voltage and airfield-lighting cabling, fiber-optic communications, conduit and duct banks, generators, switchgear, transformers, lighting fixtures, stormwater treatment, and related mechanical, plumbing, communications, security, and ventilation work. The attached Terminal E documents also require demolition and replacement of exhaust fans, installation of roof-mounted utility-set exhaust fans and fan-coil units, structural openings and framing, ductwork, controls, electrical connections, and coordination with ongoing airport and Oncor operations. The independent estimate is $53,269,841, and the total contract duration is 625 calendar days. The procurement has a 23% Small Business Enterprise goal requiring SBE+ certification for credited participation, and the contract will use the Airport's ROCIP program. Required submissions include the bid form and detail, bid bond, portal response forms, references and experience information, Buy America certifications, business and compliance forms, SBE participation forms and certificates, and related disclosures. At least two similar projects completed within the last five years, including work in the Air Operations Area of active airports and valued at least $20 million each, are required. The solicitation also imposes a cone of silence after release, except for communications with the designated contract administrator or buyer.
