Description
The City of Sandy is soliciting professional engineering services for the design and construction support of improvements at its Jarl Road Wastewater Treatment Plant. The project will retrofit the existing conventional activated sludge facility to membrane bioreactor treatment; upgrade influent screening, aeration basins, biosolids handling, and electrical, instrumentation, and control systems; design new membrane tanks and supplemental carbon dosing; and replace the effluent recycled-water pipeline. The consultant will also provide surveying, geotechnical support, basis-of-design documentation, design packages at 30%, 60%, 90%, final, and issued-for-construction stages, specifications, cost estimates, bid-phase services, and engineering services during construction. The selected consultant must be an Oregon-licensed professional engineering firm with demonstrated membrane bioreactor wastewater-treatment design experience, experience with invasive treatment-plant retrofits while maintaining operations and permit compliance, and familiarity with Oregon regulatory agencies. The proposal is limited to 15 pages excluding a cover letter and resumes; the cover letter is limited to two pages and resumes to two pages each, with minimum 11-point body text. Proposals must include firm information, project team qualifications, at least four relevant public-agency projects completed within the past 10 years with owner references, project approach, and schedule.
