Description
The Indiana Department of Administration, acting on behalf of the Indiana State Library Consortium, is soliciting internet access, WAN connectivity, and standalone data transmission services for public library consortium members throughout Indiana. The requested services include symmetrical internet bandwidth scalable from approximately 10 Mbps to 10 Gbps, WAN connectivity scalable from approximately 10 Mbps to 2 Gbps, and guaranteed throughput to each library location. Bids must provide laddered pricing by bandwidth level, and services may not include monthly data caps or speed reductions based on metered usage. The State intends to award a four-year contract with no renewals, beginning July 1, 2027, contingent on receiving E-Rate funding. Mandatory proposal components include an executive summary, Attachment D Cost Proposal, Attachment E Business Proposal, an unaltered and complete Attachment F Technical Proposal with supporting documents, Attachment J Attestation Form with supporting documents, an infrastructure overview, AI technical proposal responses, and reference check forms. Respondents must be registered bidders with the Indiana Department of Administration and submit through the Supplier Portal.
