Description
The Indiana Department of Administration, acting on behalf of the Indiana State Library Consortium, is soliciting proposals for Internet access, WAN connectivity, and standalone data transmission services for participating Indiana public libraries. The requested services include symmetrical bandwidth scalable from approximately 10 Mbps to 10 Gbps for Internet access and up to 2 Gbps for WAN connectivity, with guaranteed throughput at each library location, laddered pricing, no monthly data caps, and no metered-use speed reductions. Installation and initial configuration are included, and bandwidth may increase during the contract term. The procurement is contingent on receiving E-Rate funding. Mandatory response components include an executive summary, Cost Proposal, Business Proposal, Technical Proposal, Attestation Form, Infrastructure Overview, Artificial Intelligence Technical Proposal Questions, and Reference Check Forms. The Infrastructure Overview addresses cloud-hosted and on-premises solutions when applicable, including State-owned cloud tenancy, security controls, monitoring, backup, disaster recovery, hardware lifecycle management, and NIST 800-53 readiness for exception-based hosting. The State intends to award a four-year contract with no renewals to one or more respondents.
