The Los Angeles Department of Water and Power (LADWP) is utilizing its Simplified Purchasing Program (SPP) to streamline one-time spot purchases of goods and services valued up to $25,000. This program is designed to provide vendors with clear requirements, consistent expectations, and faster bid opportunities. Participation in SPP opportunities is exclusively for SPP-certified vendors. Key requirements for participation include quoting the exact manufacturer brand and part number requested, with no alternates or substitutions permitted. Awards are made to the lowest responsive and responsible bidder, and pricing negotiations will not be conducted. There are short Q&A and protest periods (24 hours each), and no samples, job walks, ISN, or testing requirements are necessary. The bid advertisement period is 72 hours. Vendors must complete the SPP prequalification process, agree to the program requirements, and maintain active SPP certification to participate. The SPP Vendor Application, which includes program governance, eligibility criteria, and application instructions, should be reviewed.
