Description
The City of Fresno's Fresno Area Express is seeking a professional services contractor to provide an interim hydrogen refueling solution for six fuel-cell electric buses while a permanent fueling solution is developed. The proposed solution must support convenient fueling near the bus depot, refuel buses from 20% to 100% in 10 minutes or less, be operational within 120 days after the Notice to Proceed, and be deployable in the Fresno County region for emergency response. The solution must comply with applicable hydrogen fuel, dispenser, and fire-safety standards, including SAE J2719, SAE J2601, California hydrogen regulations, and NFPA 2. The contractor is expected to provide a secure and properly permitted fueling site, operate and maintain the equipment, address site security and vandalism or theft, and provide expertise in hydrogen supply-chain management, storage and transportation, safety systems, permitting, project management, carbon-credit programs, and grant management. The initial project budget is $1,280,000. The response requires a written proposal of no more than 25 pages, followed by a live challenge-event demonstration for proposers advancing to the competitive range.
