Description
This Request for Information seeks industry input on an AI-enabled, enterprise Department of the Air Force Emergency Management Information System to replace or transition capabilities from the current C2IMERA system. The desired software would automate the Preparedness, Protection, Response, and Recovery phases of emergency management; provide installation resource management, multi-echelon situational awareness, decision support, personnel accountability, incident management, warning and notification, damage assessment, and recovery planning; and support operations across routine incidents, natural disasters, and major contingencies. The solution must operate in designated Department of Defense cloud and software ecosystems, use a distributed architecture with local caching and edge execution during intermittent or denied communications, ingest authoritative geospatial data and web feature services, provide secure platform-agnostic mobile and edge interfaces, and meet Impact Level 5 and Impact Level 6 security requirements. The Statement of Objectives also identifies requirements for microservices, API accessibility, cross-domain data filtering, role- and data-based access controls, audit logging, DevSecOps, software bills of materials, integrations with military and emergency-management systems, and unlimited Government data rights for developed plugins, translation code, and database schemas. A secret facility clearance is required before award, with a TS/SCI facility clearance required before scaling or fielding.
