Description
The City of Pasadena, through Pasadena Water and Power, is issuing a Request for Proposals for design-build services for solar and energy storage installations at Category 1 city-owned properties. The scope includes site evaluation and feasibility assessment, engineering and design, permitting, equipment and material procurement, construction, installation, interconnection, commissioning, stakeholder engagement support, and, if authorized by the City, ongoing operations and maintenance. Solar is desired at all sites, while energy storage is highly desired where feasible based on site-specific conditions, technical constraints, cost, and City direction. The selected contractor must evaluate existing electrical infrastructure and account for future electric vehicle charging expansion, including potential effects on equipment sizing, panel capacity, and related system components. Proposers may submit for individual sites or combinations of sites, and the City may award one or multiple contracts, by site or combination of sites, or modify the awarded scope. Category 1 sites are intended to support completion by June 2028. Evaluation will use a best-value approach considering qualifications, team composition, technical proposal, financial strength, safety record, local and small business participation, price, and applicable interview scores.
