The Rhode Island Department of Education is establishing a Master Price Agreement qualified-provider list for professional learning that prepares educators to earn the Literacy/Dyslexia Endorsement and meet proficiency requirements under the Right to Read Act. Training must align with Rhode Island’s professional learning standards and cover evidence-based Science of Reading and Structured Literacy competencies, including phonology, phonics, decoding and encoding, fluency, vocabulary, comprehension, assessment, differentiated instruction, and accommodations for students with reading difficulties. Providers must be pre-approved by the Department or apply for approval during the stated annual application window. The proposal must include evidence of the Department’s approval and confirmation that the offered program matches the approved training. Providers selected for the agreement will coordinate training with hiring agencies, distribute training materials, facilitate the approved learning program, communicate participant completion status, and provide proof of completion. Pricing is determined between the provider and the user agency when services are engaged.
