The Transportation Security Administration (TSA) is conducting market research to identify qualified sources for firing range services. This is not a solicitation, but an inquiry to gauge vendor capabilities and socio-economic classifications. The services required involve the rental and usage of an established outdoor firing range to support mandatory quarterly qualifications and firearms training for agency personnel. The range must be located within a 40-mile radius of the Detroit Metropolitan Airport and comply with all applicable local, state, and federal regulations, including lead exposure standards. Vendors must submit their most recent certification of lead exposure testing and/or OSHA compliance certificate. The TSA will provide ammunition, targets, and firearms instructors. The range must be available exclusively to the TSA during training hours, have adequate cellular service or a landline, and be equipped with appropriate warning signs. Access roads and parking must accommodate various vehicles and meet ADA compliance. The range needs to support 20 shooters firing approximately 250 rounds each per day, allow leaded ammunition, have firing lanes up to 50 yards, and permit movement-based training, including drawing from a holster and tactical movement drills. Moveable barricades and target stands for specific target types are also required. The range must be closed to the public during TSA usage, which is estimated at 18 days per year between April 15th and October 30th.
