The U.S. Army Contracting Command-Detroit Arsenal (ACC-DTA) requires continued support for the Ground Vehicle Systems Center (GVSC) in the research and development of military-grade fuels and lubricants. This includes facility operations and maintenance. ACC-DTA intends to negotiate this requirement solely with Southwest Research Institute (CAGE code 26401) as prescribed by FAR 6.103-1(b). This notice serves as an intent to negotiate and is not a request for proposals or a solicitation of offerors.
