The City of Atlanta, through its Department of Public Works (DPW), is initiating a multi-step competitive sealed bid process to procure services for the collection, transportation, characterization, and proper disposal or recycling of used oil and hazardous wastes. These services will be required across six fleet maintenance shops, including provisions for both scheduled and emergency pickups. The selected vendor will be responsible for maintaining complete manifesting, chain-of-custody, and spill documentation. The scope of services includes the removal and disposal of waste oil and special hazardous waste, adhering to all federal and state regulations. Vendors must demonstrate the capability to coordinate with the user agency for waste pickup and removal, ensuring timely and efficient operations. This includes providing waste receptacles, safe transport of materials, and utilizing proper disposal methods in accordance with environmental standards. The vendor must also be prepared for tasks such as soil characterization through laboratory analysis and waste manifest preparation. Disposal facilities utilized must be properly certified, insured, and eligible to do business in the state of Georgia. The services also encompass the removal and disposal of various hazardous materials, including petroleum hydrocarbons, pesticides, herbicides, impacted soils and water, aqueous film-forming foams, various types of bulbs and ballasts, and lead-acid and nickel-cadmium batteries. Recycling is preferred for all materials unless unique disposal situations preclude it. The vendor must also be prepared to handle specialty waste streams such as PFAS-containing AFFF.
