Description
Invest Atlanta is soliciting responses from qualified individuals and/or teams to provide consulting and professional services for the creation of new and updated Tax Allocation District (TAD) Redevelopment Plans and new Investment Plans. The objective is to establish a standing Vendor Pool of pre-qualified firms across six service disciplines that Invest Atlanta can utilize for various TAD scopes, matching expertise to specific district needs. The selected firms will support redevelopment planning efforts focused on historically underserved and disinvested communities, aiming to advance goals such as affordable housing, equitable economic development, small business revitalization, public infrastructure investment, transit-oriented development, and anti-displacement strategies. The updated Redevelopment Plans and new Investment Plans will ensure that TAD investments align with the Neighborhood Reinvestment Initiative's (NRI) three pillars: displacement prevention, neighborhood stabilization, and wealth creation. Services may include existing conditions analysis, community engagement, redevelopment planning, financial and implementation strategies, and redevelopment plan documentation. Consultant teams should demonstrate expertise in urban planning, economic development, TAD/TIF financing, community engagement, real estate market analysis, GIS mapping, and public finance. Firms are encouraged to include Atlanta-based, minority-owned, women-owned, and small/emerging businesses.
