Description
The City of Florissant is soliciting Statements of Qualifications from qualified design and engineering firms for planning, design, and engineering services for City Hall Plaza. The approximately one-acre project site comprises parcels at 900 and 980 Rue Saint Francois, across from City Hall in the Historic Old Town Florissant district. The work will support development of a community plaza for events, farmers markets, festivals, and related civic uses. The five-phase scope includes needs assessment and program confirmation; a full site survey of property lines, easements, utilities, and topography; a public design and planning process led by a landscape architect; preliminary plaza design; probable construction and operating cost estimates; feasibility analysis; funding-source identification; presentations; and a final report. The SOQ must address firm qualifications, relevant municipal experience, three similar project references completed within the past seven years, project team, approach, and a proposed schedule. Submissions are limited to 30 pages, excluding covers and dividers, and must be submitted as a PDF through the procurement portal. The solicitation does not request fee proposals; fees will be negotiated with the top-ranked firm. A certificate of insurance, proposal-requirements confirmation, vendor contact information, and executed work authorization affidavit are also required.
