Description
The Howard County Regional Water Commission seeks a qualified firm to remove residual sludge from its water treatment process and field-dispose of it through compliant agricultural land application. The work includes pumping and hauling sludge from settling basins, locating and securing suitable agricultural land, applying the material in accordance with state and federal requirements, providing personnel and equipment, obtaining permits, conducting sampling, monitoring, testing, and analytical services, completing required reports, and cleaning up spills. Sludge basins are expected to require pumping two to three times per year, with approximately 300,000 gallons removed during the last pumping. The Commission anticipates an initial three-year contract. Proposals must address qualifications and experience, organization and ownership, violations or litigation, references, staffing and equipment, responsible personnel, environmental, health, and safety programs, and pricing based on a per-gallon cost for pumping and applying sludge to designated agricultural land. Required insurance includes general/public liability and property damage coverage, excess or umbrella liability, workers’ compensation as required by Missouri, and automobile liability coverage.
