Description
Columbia Public Schools is seeking proposals for two alternatives to connect district buildings to its existing wide area network: fully managed leased lit fiber with dedicated 20 Gbps throughput via dual diverse 10 Gbps connections, and leased dark fiber consisting of four single-mode strands per building, scalable from 10 Gbps to 40 Gbps. Responses may cover either or both alternatives and must itemize installation, special construction, recurring monthly charges, annual charges, taxes and surcharges, maintenance, and other non-recurring costs. The scope includes service to approximately 40 schools and district facilities, with connections terminating inside designated network closets. Proposals must address service-level agreements, network availability, response and restoration commitments, construction roadmaps, network diagrams, demarcation equipment, three comparable customer references per proposed option, Connect America Fund status, E-Rate eligibility, pricing compliance with the Lowest Corresponding Price rule, and required provider identifiers and certifications. The requested contract structures are either a three-year initial term with two optional one-year extensions or a five-year term, with service expected to begin July 1, 2027. The solicitation also requires an E-Verify affidavit, an embodied contractor notification and confirmation form, a signed E-Rate supplemental terms document, and applicable insurance after award or at contract execution as specified.
