Description
The City of Columbia is seeking a consultant to conduct a comprehensive electric utility cost-of-service and rate study. The scope includes a 10-year revenue sufficiency and cost-of-service analysis; financial projections; rate-of-return and debt-coverage analysis; review of cash reserves, rate classes, demand thresholds, power-cost adjustments, fees, master-meter policies, line-extension policies, and potential revenue sources; and benchmarking against comparable utilities. The consultant must use NARUC methodology and provide an accessible Excel-based cost-of-service model that City staff can update and use for scenario analysis. The work also includes evaluating rate structures for effectiveness, equity, affordability, revenue risk, time-of-use and demand charges, energy and capacity resources, efficiency and conservation programs, renewable-energy and financing options, and data-center rates. Deliverables include a project schedule, draft and final accessible PDF reports, public workshops, presentations to City management, the Water & Light Advisory Board, and City Council, and training for City staff. The contract period is one year from the effective date, with the overall agreement term capped at five years and six months. The solicitation requests a firm, fixed price and evaluates cost along with experience, personnel expertise, reliability, and method of performance.
