Description
The Department of the Air Force Cost Analysis Agency is soliciting white papers under a closed two-step Broad Agency Announcement for Cost Estimating Modeling Data Analytics Research (CEMDAR). The effort seeks innovative approaches to modernize enterprise cost, schedule, and technical data; develop automated data pipelines and relational databases; create predictive cost, schedule, and technical estimating relationships; build analytical applications, dashboards, and cloud-native models; modernize the AFCAA Contracts Database; support Cost and Software Data Reporting; and provide surge cost-estimating, data-science, and technical subject-matter expertise. Work spans aircraft, space and launch systems, missiles and munitions, cyber and software, and operations and sustainment domains. The anticipated technical period of performance is 12 to 60 months, with an estimated program ceiling of $24,000,000 and one anticipated single award. The announcement uses a two-step process: only white papers are currently solicited, and formal technical and cost proposals will be requested only from offerors whose white papers are favorably evaluated. White papers must address four sections—administrative and corporate metadata, technical approach and capability summary, cost and rough-order-of-magnitude estimate, and associate contractor agreements—and must not exceed 30 pages. An active and verifiable Top Secret facility clearance is mandatory for white-paper review; proposed key personnel must hold active Secret clearances at contract award, with access to Top Secret/Sensitive Compartmented Information capabilities as required.
