Description
The San Mateo County Transit District (District) and the San Mateo County Transportation Authority (SMCTA) are jointly seeking proposals from qualified law firms to provide General Counsel and Legal Services. The selected firm will serve as General Counsel for both agencies, with the majority of work (estimated at 80-90% annually) for the District and the balance for the SMCTA. The contract will have a seven-year base term with up to three one-year option terms. The services include core general counsel duties such as advising the Boards of Directors, ensuring compliance with public agency laws (e.g., Brown Act, Public Records Act), reviewing contracts and policies, and providing training. Specialized legal services may be required in areas such as labor disputes, litigation, real estate, environmental issues, and complex procurements. The District will compensate via a monthly retainer for core services and time-and-materials for specialized services, while the SMCTA will be on a time-and-materials basis. Proposals must include a technical proposal, cost proposal, and various required forms.
