The Department of Veterans Affairs is planning a firm-fixed-price construction project to renovate designated interior areas of Building 1 at the Central Alabama Veterans Health Care System. Work includes replacing flooring; repairing, refinishing, and painting walls; replacing wall-protection systems, corner guards, handrails, and crash or bumper rails; refinishing doors and frames; replacing designated water fountains with water coolers and bottle-filling stations; completing plumbing connections; and restoring disturbed finishes. The stated construction magnitude is $1 million to $5 million, with an estimated completion period of 365 calendar days from award or notice to proceed. The work will take place in an occupied, operational medical facility and requires phased execution, infection-control containment, maintenance of egress, patient and staff protection, hazardous-material coordination, and coordination of utility interruptions. The contractor must provide labor, supervision, materials, and incidentals; field-verify conditions; submit safety, phasing, infection-control, quality-control, and other required documentation; and complete testing, cleaning, as-built documentation, warranties, and punch-list corrections. This is a presolicitation notice, not a request for proposals; the formal solicitation and its submission requirements have not yet been posted. The notice identifies a 100% set-aside for certified Service-Disabled Veteran-Owned Small Businesses and states that applicable limitations on subcontracting apply.
