Description
The Air University Library requires a vendor to place and manage subscriptions to 131 listed periodical titles in print and electronic formats, including new and renewal orders for domestic and foreign publications. The contractor will manage publisher payments and refunds, provide access and delivery support, maintain detailed title and dispatch metadata through a web-based system, and provide subscription, financial, and renewal reports. The Government may add, change, or delete up to 25 titles each year. The contractor must also provide electronic claiming services, including EDI capabilities compatible with the Alma library platform, a secure web-based claims portal, email claims as a backup, and quarterly outstanding-claims reports. The requirement is a firm-fixed-price contract with one base year and four option years. Quotes must include a technical statement confirming the ability to meet the specified requirements without exceptions and unit and extended prices for all five contract years.
