Description
Charlotte Douglas International Airport, a department of the City of Charlotte, is seeking a customizable, vendor-hosted, web-based learning management system for aviation, airport regulatory, customer service, and employee training. The system must support approximately 22,000 badged airport, airline, and agency employees; secure and unrestricted course environments; multifactor authentication; integration with the airport's identity management system; automated enrollment and results sharing; reporting and analytics; unlimited users; accessibility compliance; and protection of restricted data. The selected vendor must provide implementation, configuration, testing, deployment, training, documentation, maintenance, and technical support. The scope also includes editable and site-specific regulatory-compliant aviation courses, high-definition video production and editing, graphic design, course integration, quality assurance, closed-captioned English and Spanish course options, and required courses covering SIDA, driver, safety, security, authorized signer, and movement-area training. Optional capabilities include additional customizable courses, artificial intelligence, and micro-learning. The contract is stated as three years with two optional one-year renewals. Proposals must include the seven required forms, including the proposal, qualifications, nondiscrimination certification, CBI requirements, confidential information, pricing worksheet, and cloud security questionnaire, and must be submitted through the e-bidding portal.
